Workers’ bench in Codefat wants expansion of the unemployment insurance installments



São Paulo – The Deliberative Council of the Workers’ Support Fund (Codefat) should decide on Thursday (24) whether to vote for the expansion in two installments of unemployment insurance. The measure aims to ensure the benefit for workers laid off during the state of public calamity caused by the new coronavirus pandemic. And it is considered fundamental in the current scenario that has aggravated the closing of jobs. At least 13.6 million people are currently unemployed in Brazil. Almost 4 million more than in May, according to the IBGE’s National Household Sample Survey (Pnad-Covid).

Despite the importance, the discussion for the approval of the extension is far from being a consensus. Presented by the Codefat workers’ bench, composed of representatives from CSB, CTB, CUT, Força Sindical, Nova Central and UGT, the proposal has the support of union centrals that are unified by the approval. However, for the extension to take effect, it is also necessary to vote by employers, who have not yet made their position public, and by the federal government, which is not in favor of expanding the benefit.

Defense of magnification

The technical director of Dieese Fausto Augusto Júnior warns that the granting of unemployment insurance is not only important for workers, but also to help “recover local trade. And to turn the economy around “at a time when it is cold and lacks incentives”. And, mainly, because the workers who were fired in the pandemic “accessed part of unemployment insurance, on average four installments, but now these installments are over and they have been prevented from accessing other benefits and measures related to the pandemic such as the emergency allowance”, describes , in Dieese’s column in Current Brazil Newspaper.

“We are going to enter into a process related to the end of emergency measures in the pandemic, especially those related to the reduction of work hours and wages with job security. It is very likely that people will see an increase in the unemployment rate and dismissal. Which, in a way, highlights the need for unemployment insurance, which is the basis of the protection system ”, explains Fausto.

What about informal workers?

The technical director warns, however, about the need to think about social programs for the contingent of informal workers. At the end of August, IBGE’s Continuous Pnad also pointed out that the biggest drop in the unemployment rate was among informal workers. The informality rate closed at 36.9%. With three percentage points less than the previous quarter and 4.3 points compared to the same period last year.

According to the IBGE, the drop in informality does not mean a higher level of formalization of work, but a drop in occupation. A contingent that, without a formal contract, after losing his job, does not have access to unemployment insurance.

“Unemployment insurance is an important tool, but for the formal market. It would be important to open the debate in society so that, in some way, build a social protection system that includes this informal worker ”. Fausto points out that the pandemic shows that informality “is a problem in Brazil”. “A structural problem in the labor market”, aggravated by the labor “reform” of the government of Michel Temer (MDB). And that the social protection system itself excludes this worker from the guarantees earned.

“We see in the pandemic the importance of the universalization of SUS (Unified Health System). A right that, until the 1988 Constitution, was limited to formal workers. And if it weren’t for universal access to health, we would certainly be suffering even more in relation to the pandemic. We are seeing this in relation to unemployment insurance ”, compares the Dieese technician.

The benefit was extended until December, but the Planalto cut the amount in half, to R $ 300. The opposition in the Chamber and the centrals want the MP to enter the agenda, which has been obstructed for a month. This week, the President of the House, Rodrigo Maia (DEM-RJ), said he could include the topic on the agenda.

The maintenance of tax relief for 17 sectors of the economy was vetoed by Jair Bolsonaro. At first, it ends in December. But Congress is mobilizing to overturn the veto. The president of the Senate and Congress, Davi Alcolumbre (DEM-AP), scheduled for next Wednesday (4) a joint session to analyze presidential vetoes and bills.

Positive for covid

The president of Força Sindical, Miguel Torres, tested positive for covid-19. On video, he said he had no serious symptoms and was breathing normally. Already medicated, he will be quarantined at home. With the confirmation, the manager’s family is conducting tests.
