Veto to Paulo Abrão shows imposition of authoritarian bias in the OAS –

São Paulo – Brazilian jurist Paulo Abrão was vetoed from assuming a new mandate as secretary general of the Inter-American Commission on Human Rights (IACHR), for alleged administrative reasons. The decision by the secretary general of the Organization of American States (OAS), Uruguayan Luis Almagro, points out that the Brazilian’s work would have bothered governments in the region.

In the assessment of the executive director of the Vladimir Herzog Institute, Rogério Sottili, the OAS gave in to pressure from conservative governments in South America. “It is sad that an institution as important as the Inter-American Commission on Human Rights, which basically values ​​autonomy and independence , has suffered interference ”, observed Sottili, in an interview with Glauco Faria, in Current Brazil Newspaper.

To justify the non-renewal, the President of the OAS alleged administrative reasons, and that Abrão would have been the target of complaints of irregularities. Sotilli recalls that there was no investigation in this regard in the eight months that separated the unanimous choice of the Brazilian until the last day of his current contract.

“We realize that it was clearly a political use of these complaints. There was no interest but to create a political problem and signal to countries like the United States, Brazil, Colombia and Bolivia, which have been guided by authoritarianism and by coups, ”he said.

Human rights

In 2019, Brazil, Chile, Paraguay, Argentina (still under the government of Maurício Macri) and Colombia sent a public letter to the commission, in which they demanded respect for the autonomy of the States. CDHI constantly reported human rights violations in the region, including the United States.

In Abrão’s administration, the Commission denounced cases referring to the situation of indigenous peoples and police violence in Brazil and also brought up political assassinations of members of the Revolutionary Armed Forces of Colombia (Farcs), disrespecting the peace and ceasefire agreement, signed in 2016.

“In the 2000s, it was decided that the choice of the executive secretary could not be made by the secretary general, because it would take away the autonomy of the IACHR. This ensured that the Commission carried out important reports on human rights violations in several countries, such as denunciations by the Yanomami, ”recalls the director of the Vladimir Herzog Institute.

Sottili adds that the Brazilian government’s lack of position on Paulo Abrão’s situation shows the country’s abnormal scenario. “A country that has Bolsonaro in the presidency and Ernesto Araújo in International Relations is not normal. They are being consistent with what they believe, which is the violation of human rights, and they do not want anyone to report it ”, he concluded.

On the centrals’ agenda is the maintenance of emergency aid in the amount of R $ 600 and the exemption from payroll so that companies can react to the effects of the pandemic and keep jobs. The demonstration is scheduled for 11am.

The issue of R $ 600 emergency aid has been the subject of a campaign by the exchanges since September, when the government issued Provisional Measure (MP) 1,000. The benefit was extended until December, but the Planalto cut the amount in half, to R $ 300. The opposition in the Chamber and the centrals want the MP to enter the agenda, which has been obstructed for a month. This week, the President of the House, Rodrigo Maia (DEM-RJ), said he could include the topic on the agenda.

The maintenance of tax relief for 17 sectors of the economy was vetoed by Jair Bolsonaro. At first, it ends in December. But Congress is mobilizing to overturn the veto. The president of the Senate and Congress, Davi Alcolumbre (DEM-AP), scheduled for next Wednesday (4) a joint session to analyze presidential vetoes and bills.

Positive for covid
