Parents will have to decide on back to face-to-face classes in São Paulo

São Paulo – The Municipal Education Council (CME) of São Paulo prepares a resolution so that the return to face-to-face classes is optional. CME President Rose Neubauer said that both parents who want to keep their children at home and those who decide to accept back to school will have to sign terms of responsibility. Students who do not return to schools will continue to teach at a distance, with printed and multimedia materials. The resolution must be published within 15 days.

According to the CME, the resolution will be valid for the return to face-to-face classes in public and private schools in the capital. Thus, parents cannot be brought to justice for not taking their children to school. Education is mandatory in Brazil from the age of 4 (child education) and you must have at least 60% attendance during the school year. In the case of elementary and high school students, the minimum frequency is 75%. The next board meeting will be held tomorrow (30).

The CME measure responds to a demand from the families of students, who have been massively rejecting the return to face-to-face classes. Surveys of interactions on social networks show that almost 90% of the demonstrations are against the measure. Classes have been suspended since March 24.

Teachers have also spoken out against the proposal, pointing to the lack of physical and material conditions in schools to maintain social distance, especially for younger children, up to five years old. They also point out the risk of illness and death of teachers and other workers.

● All about going back to school in São Paulo

For councilor Claudio Fonseca (Citizenship), president of the Union of Professionals in Education in Municipal Education of São Paulo (Sinpeem), the measure is insufficient and transfers the responsibility to the parents. “It is a mistake for the State to exempt itself and throw the decision to the family. This proposal does not solve anything at all. Because what is the strength that will make a parent send their children to school, in a situation of insecurity, risk of falling ill, death, knowing that it is not mandatory? ”, He asked.

“In addition, even if the parents do not send their children, the teachers, the cleaning and management personnel will have to be there,” added Fonseca. “I disagree with the call for education professionals in a situation like this, where the sanitation measures of the school, of the environment, of safety in general, have not been adopted.”

Risks of face-to-face classes

In addition to the rejection of families and teachers back to school, health experts are also against it. The doctor of infectious diseases Hélio Bacha, a doctor at Hospital Albert Einstein and a technical consultant for the Brazilian Society of Infectious Diseases, considers that “the epidemic in São Paulo does not allow us to think back to school”. For him, without a vaccine or an effective drug, social isolation is the only effective measure to control the pandemic. And the suspension of face-to-face classes “is essential to maintain the condition of effective isolation”.

“I don’t know when it will reopen (schools). But I know
that now shouldn’t. In this condition now, until it hints at the possibility of
reopening in September is a misnomer for society.

According to data from the João Doria government (PSDB), education in the state involves 13.3 million people, including students, teachers and other workers. This total corresponds to 32% of the population. Of these, 2.3 million are in child education, 7.6 million in primary and secondary education, 2 million in higher education, 1 million in complementary education and 428 thousand in vocational education. Bacha stressed that it is necessary to consider that all these people will also circulate in public transport, on the streets and, later, return home.

Doria’s Cheat

The return to face-to-face classes in the capital of São Paulo depends on conditions throughout the state, according to what was established by the Health Committee. But realizing that it would be difficult to comply with the rules for resuming school activities, the Doria government changed the criteria, without any transparency .

On June 24, the plan to return to face-to-face classes was announced for September 8, as long as the entire state was for 28 consecutive days in the 3-yellow phase of the São Paulo Plan. Last Friday (24), it was clear that the state would not reach this goal, as three regions were still in the red 1-stage. Doria then determined the change in the rules, which was made official in a decree published yesterday (28).

Now two weeks of phase 3-yellow are
state, provided that 80% of the population is at that stage within 28 days. Currently, 50%
of São Paulo are in this phase of making the quarantine more flexible, which facilitated
return to face-to-face classes on the scheduled date.

São Paulo – Students and education workers are holding demonstrations all over Brazil, this Wednesday (23), against the new budget cuts proposed by President Jair Bolsonaro. The movement calls for the approval of a fair budget for education in 2021.

Students criticize the Bolsonaro government’s budget proposal, which cuts R $ 1.8 billion in discretionary expenses at federal educational institutions. According to them, this reduction affects the adaptation for the return of face-to-face classes and the Student Assistance Program (Pnaes) in universities and federal institutes.

“Every student knows the difference it makes to have a tray at a lower price, so that the account closes at the end of the month. Without Pnaes resources, the price may increase. How will the student stay at the university without money to eat? The country is losing ”, warned the president of the National Students Union (UNE), Iago Montalvão.

In addition, the two research promotion agencies in Brazil, the National Council for Scientific and Technological Development (CNPq) and the Coordination for the Improvement of Higher Education Personnel (Capes), have their budgets dependent on supplementary credits, which can compromise the payment of scholarships in 2021.

“The year 2021 is one of reconstruction of the country. Investments in research, science and technology are strategic! But the federal government thinks otherwise and plans to cut education for next year, ”defended federal deputy Rosa Neide (PT-MT).

On the streets and tweeting

Student bodies also demand respect for university autonomy and the appointment of deans and candidates. Also included is the installation of the Mixed Budget Committee and a General Commission in the Brazilian Parliament to discuss resources for Education for 2021.

The act was convened by UNE, together with the Brazilian Union of Secondary Students (UBES) and the National Association of Graduate Students (ANPG). In Brasília, they perform an act at the Esplanada dos Ministérios, in the morning. Demonstrations are planned in other capitals, such as São Paulo, Rio de Janeiro, Belo Horizonte and Salvador.

The National Confederation of Education Workers (CNTE) has endorsed the protest and will accompany students in the demonstrations. “We are going to make a big stir in education. Enough of attacks on education professionals and students. We cannot accept the reduction of the education budget for 2021. We need more investments, but with this mismanagement there are no conditions ”, said the president of the entity, Heleno Araújo.

On social networks, mainly on Twitter, the student movement has been promoting, since 10 am, a ‘tweet’ with the hashtag # SalveAEducação to denounce the cuts in the Education budget.
