Number of street workers expected to increase after coronavirus crisis

São Paulo – Street workers foresee a return to their activities next week. After the period of social isolation, caused by the new coronavirus, entities believe that the pandemic will treat new informal people on the streets in search of survival.

On Thursday (9), entities representing the street vendors met with the city of São Paulo. In addition to pressing for the reopening of informal commerce, a “truce” was requested from Organs inspection agencies.

“According to the latest National Household Sample Survey (Pnad), there are 80 thousand street vendors in São Paulo, but only 12 thousand permits to work. In the midst of the current recession, many people are going to work on the streets to get back on their feet, there is a need for more flexible inspection to guarantee working conditions, regardless of leave, ”explains sociologist Maíra Vannuchi, a member of the National Union of Camelôs Workers, Fair and Street vendors in Brazil (Unicab).

The city of São Paulo promised that the resumption will be made official this Friday (10), with the reissue of the licenses of the Tô Legal program and the Term of Permission to Use for Street Sales.

Resumption of work

The pandemic has had enormous impacts on street workers, according to Maíra. With survival depending on daily sales gains, many informal workers had to risk contracting the virus and taking to the streets to work.

“Emergency aid helped some, but many were unable to access this income. So, there are people surviving from the solidarity of family members. There were workers who took risks with the virus, with the fear of starving, and tried to maintain the routine. People over 60, inclusive, ”says Maíra.

The meeting with the city hall also included the presence of the Military Police ombudsman, Elizeu Lopes. Unicab denounced police brutality against informal workers and called for a new approach to be adopted.

“São Paulo treats street workers as criminals. We have been pressing to end the truculent inspection, with aggressions, illegalities and even suffocation of workers. Street work is treated with a lot of violence. The police ombudsman promised to seek a new guideline to address the issue, ”said the sociologist.

After four weeks of formal business return, street vendors will also resume activities with safety and hygiene protocols, to reduce the possibility of contagion from covid-19. “We presented proposals such as respecting the distance of one and a half meters, guaranteeing the cleanliness of the stalls, offering alcohol and a mask. Some workers set out to make a kitty and buy a thermometer, ”adds Maíra.

São Paulo – Union centrals will return to the streets next Tuesday (3), for an act in São Paulo, in front of the headquarters of the Central Bank, on Avenida Paulista. On the centrals’ agenda is the maintenance of emergency aid in the amount of R $ 600 and the exemption from payroll so that companies can react to the effects of the pandemic and keep jobs. The demonstration is scheduled for 11am.

The issue of R $ 600 emergency aid has been the subject of a campaign by the exchanges since September, when the government issued Provisional Measure (MP) 1,000. The benefit was extended until December, but the Planalto cut the amount in half, to R $ 300. The opposition in the Chamber and the centrals want the MP to enter the agenda, which has been obstructed for a month. This week, the President of the House, Rodrigo Maia (DEM-RJ), said he could include the topic on the agenda.

The maintenance of tax relief for 17 sectors of the economy was vetoed by Jair Bolsonaro. At first, it ends in December. But Congress is mobilizing to overturn the veto. The president of the Senate and Congress, Davi Alcolumbre (DEM-AP), scheduled for next Wednesday (4) a joint session to analyze presidential vetoes and bills.

Positive for covid

The president of Força Sindical, Miguel Torres, tested positive for covid-19. On video, he said he had no serious symptoms and was breathing normally. Already medicated, he will be quarantined at home. With the confirmation, the manager’s family is conducting tests.
